jetpack-pr skill: Reference Linear issues with Fixes or Related to (#54009)
Agents put the Linear issue ID under 'Related product discussion/links', because the template's comment mentions Linear there, and wrote 'Part of' for issues that stay open. The skill now puts the issue on the first line, as 'Fixes JETPACK-NNNN' or 'Related to JETPACK-NNNN', and keeps that section for P2 and Slack shorthands.

3. Push the branch to the right remote (see "Choosing the remote" below)

4. Prepare the PR content using the sections from .github/PULL_REQUEST_TEMPLATE.md:
1515
- Title: Clear summary of changes
16-
- Fixes #: Link to issue if applicable (or remove if none)
16+
- First line (the template's `Fixes #` line) references the issue, so Linear or GitHub can track it:
17+
- `Fixes JETPACK-1234` when merging this PR completes the Linear issue, or `Fixes #1234` for a GitHub issue. Merging closes it.
18+
- `Related to JETPACK-1234` when the issue stays open after this PR merges, for example when the PR covers only part of it.
19+
- Remove the line when there is no issue.
20+
- Related product discussion/links: only shorthands for the P2 posts and Slack threads where the change was discussed, such as `peKye1-1Z1-p2`. The issue ID lives on the first line alone, even though the template's comment mentions Linear here. Write `None.` when there are no discussions.
1721
- Proposed changes: Bullet points of functional changes
1822
- Testing instructions: Step-by-step how to test the changes
1923
- In the testing instructions, also state what you tested and what you did NOT test, so reviewers know where to focus. If you have a test site where the bug can be reproduced (e.g. a Jurassic Ninja site), include its URL — but never include private `*.wordpress.com` internal site URLs in the PR body; use the p2 shorthand (e.g. `peKye1-1Z1-p2`) instead.
