Add LLVM 23 bindings and adapt LLVMExtra to the changed ScalarEvolution and TTI APIs. Handle byte types and constants, split branch opcodes, explicit integer truncation, insertion into incomplete blocks, and removed passes and size pipelines. Update the IR printing expectations in the tests.
Complete local suites pass with type checking, memory checking, and bounds checking enabled:
The LLVM 23 suites also pass with the libraries produced by the updated BinaryBuilder recipe. Both x86_64 Linux cxx11 variants build and pass its audit.
LLVMExtra 0.0.52 is built by JuliaPackaging/Yggdrasil#15070 from
75cef6b4d3d273dceb835e33470880de5651f6fb. The LLVMExtra_jll pin can be bumped once that release is registered; local testing uses the rebuilt library in the meantime.
