feat(agent-worker): run each turn with pdev, hosted on Cloudflare - #8976
The agent worker now runs each turn with pdev instead of its own model-and-tool loop. That makes Devs one agent with pdev: compaction, subagents, background shells, steering and cost tracking all come from pdev, and the worker's second copy of the box tools is gone. It also adds the container the worker runs in on Cloudflare, so there's no new vendor.
Needs router#14 released as pdev 0.2.3: that adds the cloud mode the worker relies on. Until then, the worker refuses to start.
How a turn runs
runTurn is one Temporal activity per turn. It restores pdev's session file from the session store and starts pdev acp, with cloud mode pointed at the session's box, or PDEV_NO_WORKSPACE=1 when the session has none.
It forwards pdev's ACP updates to the session store, and saves new session-file lines to the store as pdev writes them.
While pdev runs, it reads steers from the workflow (turnSteersQuery) and passes each one to pdev once.
The turn ends when pdev is idle and no background shell or subagent it started is still running. A subagent's own session shares the stream; the driver ignores it.
settleTurn reads the reply, tool calls and cost from pdev's entries for that turn. This is one path for completed, failed and stopped turns.
Correctness rules
No blind retries. A retried attempt resumes the saved session and tells the model the turn was interrupted. Each run records a marker, sends prompts and steers one at a time, and on retry skips exactly the ones pdev saved after the marker, matched by position, so two messages with the same text stay two. Session-file lines are saved even when pdev crashes, and only whole lines are decoded.
Commands don't run twice. pdev sends tool call ids to the box, which dedupes jobs by call id. On resume, pdev tells the model what happened to each interrupted call, after waiting for any still-running command.
A worker shutdown is a retry, not a stop. Only a stop someone asked for cancels pdev and settles the turn as interrupted. On SIGTERM, running turns get 5 minutes to finish before they resume on another worker; Cloudflare allows 15.
The worker checks pdev --version at start. An older pdev ignores the box settings and would run the agent's commands inside the worker.
Deleted
The worker's model and tool steps, its model pricing and system prompt.
From packages/agent-harness: the pi-to-ACP converter, the remote tools, the host job tools and post_message. What's left is the session definitions, the ACP-to-chat-v3 mapper and four ACP builders.
In channels the final reply is posted through the existing reply fallback. Mid-turn post_message is gone until pdev has it.
A superset-agent-worker Worker runs one always-on container (standard-4). Its idle timeout renews itself, and a cron starts it again after a crash or rollout.
The image bundles the workflows ahead of time and installs pdev from its release, checked by sha256.
The pdev version pin says UNRELEASED until 0.2.3 exists.
Deploy: a new deploy-agent-worker job in deploy-production.yml builds the image and deploys it together with its secrets (wrangler deploy --secrets-file), only when worker code changes. Until the TEMPORAL_ADDRESS repo secret exists, it skips with a notice.
API settings: the API deploy now passes TEMPORAL_ADDRESS, TEMPORAL_NAMESPACE and TEMPORAL_API_KEY. Empty values read as unset, so nothing changes until the secrets exist.
Test plan
bun test in apps/agent-worker: 14 pass. runTurn and settleTurn run against a fake pdev acp script, covering: box and no-box environments, resume, retry without resending (including a prompt plus a queued steer where only the prompt reached pdev), repeated texts, steers, stop, worker shutdown, subagents, cost, and the channel reply. A session-file test covers a read that ends mid-character.
Workflow tests on Temporal's test server: 7 pass.
The AcpEventMapper test runs on a captured real pdev run.
Real Temporal dev server, worker, pdev 0.2.3 build and router, against a dev cloud box. All six scenarios passed:
a turn on the box: the file was written there, cost recorded;
the next turn remembers the first;
a steer mid-turn is answered in the same turn;
a stop ends the turn and the box job;
pdev killed mid-command: attempt 2 resumed and the command wrote its line once;
a no-box session runs nothing locally.
The first run caught two bugs, now fixed: subagent idle ending the turn early, and a resumed model rerunning a still-running command.
After the review fixes: scenarios 1–5 passed again. Scenario 6 was taken by another agent worker running on the same local Temporal server and was not rerun; it passed on the previous run, and the code it uses changed only in prompt matching, which the unit tests cover.
The built bundle starts against Temporal, reports RUNNING on its health port, and stops cleanly on SIGTERM. The version guard refuses pdev 0.2.1.
The Docker image has not been built: Docker Desktop was closed on this machine. The first build will be the deploy's.
The API and desktop paths weren't rerun. The local test database predates main's migrations. This PR doesn't change the API, database or desktop.

Walkthrough
The agent worker now runs turns through pdev ACP sessions instead of separate model and tool activities. The workflow and harness interfaces support pdev updates and steer delivery. The change adds session persistence, Cloudflare container deployment, and Temporal configuration for production deployment.
The harness adds ACP update helpers and tests them with pdev event data. It removes the Pi adapter and the host-job, post-message, and remote-tool APIs. The chat runtime exports an ACP client subpath.
Pdev ACP session and persistence apps/agent-worker/src/pdev/*, apps/agent-worker/test/fakePdev.ts
The worker adds a pdev ACP client that opens or resumes sessions, sends prompts, tracks updates and background work, and handles cancellation and permission requests. Session-file helpers restore transcripts and read appended entries. The fake pdev handles test JSON-RPC requests.
Pdev turn execution and settlement apps/agent-worker/src/activities/createActivities/*, apps/agent-worker/src/clients/*, apps/agent-worker/src/model/*, apps/agent-worker/src/systemPrompt/*
Activities run prompts and steers through pdev, sync transcript entries, and derive summaries and replies from pdev output. Tests cover execution, retry, cancellation, and settlement. The worker removes the prior model-pricing and router-model code and updates room-posting integration.
Workflow turn and steer orchestration packages/agent-harness/src/session/definitions.ts, apps/agent-worker/src/workflows/agentSession/*
The workflow uses one pdev run activity per turn and exposes a query for steers received by the active turn. Tests cover steer delivery during and after a run, queued turns, pending steers, and interruption.
The worker adds build and deployment configuration for a Cloudflare container. Startup checks the pdev version, configures Temporal and an optional health endpoint, and selects a bundled workflow when present. Production deployment passes Temporal settings to the API and deploys the worker when configured.

### Issue 1
apps/agent-worker/src/activities/createActivities/createActivities.ts:322-325
If pdev writes a tool call and exits while the worker is waiting, `waitForChange()` rejects before the next `syncFile()`. This `finally` block then deletes the only copy of those entries. A retry resumes without the call's ID or result and can repeat work that already ran.
Save the remaining entries after closing pdev, and retain them if saving fails.
### Issue 2
apps/agent-worker/src/activities/createActivities/createActivities.ts:259-261
`runTurn` compares each prompt's text with saved user messages, but sends the initial prompt and queued steers as one joined message. On retry, neither individual text matches the saved joined text, so both are sent again without the interruption notice.
Text matching also skips a distinct steer that repeats an earlier message. Trimming only the saved text causes prompts with surrounding whitespace to be resent. Track delivery by `promptId`, with a saved record matching what pdev received.
### Issue 3
apps/agent-worker/src/workflows/agentSession/agentSession.ts:161-166
The workflow now schedules `runTurn` where existing histories recorded `modelStep` and `toolStep`, on the same task queue. When an existing workflow replays after rollout, its activity commands no longer match its recorded history, so it stops advancing. Pending old activity tasks also have no registered implementation.
Keep the old workflow path and activities behind a Temporal patch, or route old executions to a compatible worker until they finish.
### Issue 4
apps/agent-worker/src/pdev/sessionFile/sessionFile.ts:34-36
`restoreSessionFile()` ignores conversation rows written by the previous worker. Those sessions have user, assistant and tool-result rows, but no `pdev/file` header or `pdev/lines/` entries. Their next turn therefore opens a fresh pdev session with only the new prompt, losing the earlier conversation.
Convert the old rows into pdev history, or provide that history when opening the first pdev session.
---
For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Summary
Moves each agent turn into a pdev acp process and adds Cloudflare container hosting.
Agent turns run through pdev and can resume from saved session history.
A dedicated Cloudflare container is set up to run the agent worker.

The workflow has no fallback in the environment mapping. Its jq filter omits an empty namespace, and Wrangler retains omitted secrets. A manual dispatch after clearing the repository secret can therefore leave the old Cloudflare namespace deployed. The retained value bypasses the worker's "default" fallback and can differ from the producer's default namespace.

The worker's own model-and-tool loop is gone. A turn is one activity that
restores pdev's session file from the session store, starts pdev acp with
cloud mode pointed at the session's box (or PDEV_NO_WORKSPACE without one),
forwards pdev's ACP updates to the store, syncs new session-file lines as
pdev writes them, and hands it steers read from the workflow. A retry resumes
the saved session instead of sending the prompt again. settleTurn reads the
reply, tool calls and cost from pdev's entries.
packages/agent-harness keeps the session definitions, the ACP-to-chat-v3
mapper and a few ACP builders; the pi-to-ACP converter, remote tools, host
job tools and post_message are deleted. The mapper test runs on a captured
pdev run.
…ping it
Only a stop someone asked for cancels pdev and settles the turn as
interrupted. A shutdown or timeout fails the attempt, so another worker
resumes the saved session.
A container Worker (superset-agent-worker) runs one always-on worker
process: the idle timeout renews itself and a cron starts it again after a
restart or rollout. The image bundles the workflows ahead of time and
installs pdev from its release, checked by sha256. The worker refuses to
start on a pdev without cloud mode, which would run commands on itself, and
serves a health port. A shutdown gives running turns 5 minutes before they
resume elsewhere.
The API gets TEMPORAL_ADDRESS, TEMPORAL_NAMESPACE and TEMPORAL_API_KEY from
repo secrets; empty values read as unset, so the API keeps reporting agents
unavailable until they exist. A new job builds and deploys the agent worker
container with its secrets when worker code changes, and skips with a notice
while TEMPORAL_ADDRESS is unset.
… a crash left
A run sent its prompt and queued steers as one joined message, so a retry
matched none of them and sent everything again; matching by text alone could
also skip a steer that repeated an earlier message. Each run now records a
marker, sends prompts one at a time, and on retry skips exactly the ones pdev
already saved after the marker, by position.
The session file is synced before the work folder is removed, even when pdev
crashed, and only whole lines are decoded, so a read that ends mid-character
cannot garble an entry.
The deploy job gets read-only GitHub permissions, sends only secrets that are
set, and the worker treats an empty namespace as the default one.

Summary
The agent worker now runs each turn with pdev instead of its own model-and-tool loop. That makes Devs one agent with pdev: compaction, subagents, background shells, steering and cost tracking all come from pdev, and the worker's second copy of the box tools is gone. It also adds the container the worker runs in on Cloudflare, so there's no new vendor.
Needs router#14 released as pdev 0.2.3: that adds the cloud mode the worker relies on. Until then, the worker refuses to start.
How a turn runs
runTurnis one Temporal activity per turn. It restores pdev's session file from the session store and startspdev acp, with cloud mode pointed at the session's box, orPDEV_NO_WORKSPACE=1when the session has none.turnSteersQuery) and passes each one to pdev once.settleTurnreads the reply, tool calls and cost from pdev's entries for that turn. This is one path for completed, failed and stopped turns.Correctness rules
pdev --versionat start. An older pdev ignores the box settings and would run the agent's commands inside the worker.Deleted
packages/agent-harness: the pi-to-ACP converter, the remote tools, the host job tools andpost_message. What's left is the session definitions, the ACP-to-chat-v3 mapper and four ACP builders.post_messageis gone until pdev has it.Hosting (
apps/agent-worker/wrangler.jsonc,cloudflare/worker.ts,container/Dockerfile)superset-agent-workerWorker runs one always-on container (standard-4). Its idle timeout renews itself, and a cron starts it again after a crash or rollout.UNRELEASEDuntil 0.2.3 exists.deploy-agent-workerjob indeploy-production.ymlbuilds the image and deploys it together with its secrets (wrangler deploy --secrets-file), only when worker code changes. Until theTEMPORAL_ADDRESSrepo secret exists, it skips with a notice.TEMPORAL_ADDRESS,TEMPORAL_NAMESPACEandTEMPORAL_API_KEY. Empty values read as unset, so nothing changes until the secrets exist.Test plan
bun testin apps/agent-worker: 14 pass.runTurnandsettleTurnrun against a fakepdev acpscript, covering: box and no-box environments, resume, retry without resending (including a prompt plus a queued steer where only the prompt reached pdev), repeated texts, steers, stop, worker shutdown, subagents, cost, and the channel reply. A session-file test covers a read that ends mid-character.Workflow tests on Temporal's test server: 7 pass.
The
AcpEventMappertest runs on a captured real pdev run.Real Temporal dev server, worker, pdev 0.2.3 build and router, against a dev cloud box.
