bindex-btcx — BTCX fork of bindex

Fork of romanz/bindex-rs (branch btcx, pinned to v0.1.1) that indexes the BTCX (Bitcoin-PoCX) chain: 286-byte Bitcoin PoCX block headers, block hash computed with the 65-byte signature zeroed. See PORT-PLAN.md for the change list. Used by PoC-Consortium/electrs-btcx. Requires Bitcoin-PoCX Core v31+ with -rest enabled.
