Adds an initial `cargo checkct` harness to check compiled release binaries for secret-dependent branches and memory accesses using BINSEC. Covers `cmovnz`, `cmovz`, `cmoveq`, and `cmovne` for `u32` and `u64` on x86-64, Thumb-1, Thumb-2, and RV32, with operands and conditions treated as secret. Also adds a CI job to run these checks.
