[TASK] Add a rule to link TYPO3 documentation with permalinks - #432

Review bots keep asking authors to replace permalinks with :ref:, although the how-to-document guide names permalinks as the preferred way to link TYPO3 documentation. A bot reads the AGENTS.md of the repository the pull request is in, so the rule has to be here as well.
