Ubuntu 26.04 runners have MySQL installed but no /etc/init.d/mysql script, so CI stops before metadata initialization. See the failing gateway job.

Use systemctl for both MySQL startup paths and timeout diagnostics, preserving readiness checks and startup error propagation.

Caller audit: gateway, integration, compile, pysdk, dump/load and command tests share this helper. fsrand also uses it on ubuntu-latest; its latest MySQL run passed, so this is shared exposure rather than evidence that every caller is currently failing. The separate prepare_db.sh uses the generic service wrapper and does not depend on the missing absolute init-script path.

Validation: Bash syntax and git diff --check passed. Mocked startup regression checks reproduce the missing SysV-script failure on the base code and verify successful startup and error propagation after the fix.
