chore(deps): move effect to the 4.0.0 rc line - #37

effect and @effect/platform-node were pinned to 4.0.0-beta.107. Both now publish an `rc` tag at 4.0.0-rc.115; move to it so the guide in node_modules/effect/AGENTS.md and the source under node_modules/effect/src match the APIs this repo actually compiles against. No source change was needed: Schema, DateTime, Option, and Predicate usage in src/manifest.ts and the platform-node runner in src/cli.ts typecheck and pass all 73 tests unchanged. Drop the minimumReleaseAgeExclude entries. They named the three beta.107 versions specifically; rc.115 published 2026-09-11 and resolves without an exemption, so the list is dead config rather than a policy the repo still needs. Restate the Effect section as the upstream guidance words it: read the installed guide completely before writing Effect code, and fall back to the source.
