Ruff 0.17.3 flags patches to shared time functions. Bind a private clock in modules under test so mocked sleeps and readings cannot affect other threads.

The dependency updates refresh CI checks and documentation builds. Ruff 0.17.3 adds the
shared-clock-mockpreview rule, which flags tests that replace process-widetimefunctions.The affected tests now bind private clocks to the modules they exercise. Mocked sleeps and time readings stay within each test target, and the updated Ruff hook passes.
