Move project status to the top-level JSON object required by PEP 792. Parse and validate it before files can stream so quarantine remains independent of member order.

PEP 792 puts PyPI project status in a top-level
project-statusobject. Peryx read and emitted the former nested shape, so mirrors discarded status markers and served nonconforming JSON. 📦Peryx parses and validates the object before cache storage, then emits it in Simple JSON and HTML. It holds streaming output until it has read the API version and status, so a late quarantine marker cannot expose file entries. Peryx normalizes cached pages in the legacy shape on read.
